Portsmouth Service Changes from 1st April 2024

From 1 April 2024, waste collections in Portsmouth have been transferred to Portsmouth City Council. Biffa and the council have been working to facilitate a joint handover of the Green Waste Club service and as such, Portsmouth City Council will be carrying out the garden waste collection service on behalf of Biffa from 1 April 2024.

What does this mean for you?

Portsmouth City Council will start collecting your garden waste from 1 April on behalf of Biffa. When your contract expires, Biffa will close your account and you will need to set up an account directly with Portsmouth City Council.

Why is the service changing?

Portsmouth City Council and Biffa are undertaking a joint handover to allow the council to take over control of the garden waste collection service, along with your other domestic waste collections from 1 April 2024.

What happens to my account?

Portsmouth City Council will start collecting your garden waste from 1 April on behalf of Biffa. When your contract expires, Biffa will close your account and you will need to set up an account directly with Portsmouth City Council.

What happens if I have already paid for the year?

Your contract with Biffa will continue until its expiry date, at which point you will then be prompted by PCC to join your new service with Portsmouth City Council.

Do I need a refund?

Refunds will only be issued to contracts that have an expiry date exceeding 31 March 2025. You will be notified by email/letter if this affects you.

If you choose to cancel your service before its expiry date, please note no refunds will be due.

Do I need to set up a new account with Portsmouth Council?

You will need to create an account with Portsmouth City Council once your current contract with Biffa expires. The council will make contact inviting you to join their collection scheme.

What happens with my direct debit?

For now, nothing will change with your direct debit. Whilst you remain in your current contract with Biffa, we will continue to collect your direct debit payments. The funds will then be passed to Portsmouth City Council.

Why can’t Biffa transfer my payment details to PCC?

This is not permissible under UK Financial regulations, which stipulate a company may not pass your direct debit bank details to a third party – and this would also be a breach of your General Data Protection Regulation (GDPR) rights.

Will my collections stop?

No, your collections will continue to take place under Portsmouth City Council.

What happens to my bin(s)?
Portsmouth City Council will continue to collect your garden waste from the same containers. There is no need to replace your existing containers.
